[218.59] Frank: Because the news have been shouting about all the drone regulations [222.99] Frank: and no one's allowed to fly and we're all going to get shots lined up [225.99] Frank: against the wall and everything and it's all going to go horribly [228.39] Frank: wrong, which isn't entirely accurate yet. [233.19] Frank: Give it a while at the moment. [235.99] Frank: What's being confirmed is that so [241.29] Frank: as we've discussed on the show before they're talking about bringing [244.69] Frank: in a drone bill and that's had its first reading in Parliament. [248.99] Frank: It's going to have its second reading in Parliament sometime next year [252.79] Frank: and there'll be more things that happen and it's not going to happen [256.59] Frank: for quite a long while. [257.69] Frank: So that's all the stuff about registration and all that sort of stuff [261.99] Frank: and they've got bigger things to worry about before they get around to [266.39] Frank: that and don't worry about that yet. [268.79] Frank: It's not going to happen for a long while. [270.59] Frank: But what has happened is that in meanwhile, while that's sort of left [277.59] Frank: to one side, there's been an amendment to the ANO. [282.69] Frank: So the ANO is the Air Navigation Order, which is the bit of legislation [287.99] Frank: that covers all kinds of aircraft from model aircraft up to rockets [294.89] Frank: up to commercial airliners all under one bit of legislation [300.39] Frank: and they've updated that yesterday, 30th of May 2018 to say [306.19] Frank: that as of July, end of July 2018, there will be an absolute ceiling [316.09] Frank: for all small unmanned aerial systems. [321.09] Frank: So that's anything that flies that doesn't have a person in it [326.29] Frank: that's up to 20 kilos at the moment. [329.89] Frank: So frisbee? [331.59] Frank: Yes, I think that's also not allowed to go above 400 feet after July. [339.09] Frank: You may have an issue there. [340.59] Frank: Giving up frisbee. [341.69] AndyRC: That sounds like a cool frisbee though. [343.79] Frank: Yeah, you have to give a hell of a swing to that. [347.09] Frank: It's all in the wrist actually. [356.69] Frank: So the ceiling of 400 feet and there's a limitation for how far away [366.69] Frank: you are. [366.99] Frank: So you have to be at least a kilometer away from the boundary of any [371.49] Frank: controlled airfield. [373.09] AndyRC: No, they said like a protected aerodrome. [376.49] Frank: Yeah. [376.89] Frank: Yeah. [378.09] Frank: So that means that a place like Popem, which is like I mentioned [384.29] AndyRC: Popem, didn't it? [385.09] Frank: And one of the other interesting. [388.09] Frank: So Popem is an uncontrolled airfield and so it doesn't have a [393.89] Frank: control tower telling people what to do. [395.89] Frank: It's just a field where people happen to be landing a lot. [399.49] Curry: That sounds more dangerous than FPV, doesn't it? [401.89] Curry: Just full size planes coming into each other. [405.29] Frank: A little bit, but it's kind of it works the same way as cars. [407.69] Frank: Everyone kind of looks at what everyone else is doing and it kind of [410.29] Frank: works out. [410.79] Frank: So it's fine. [411.59] Curry: Well, they give way to the right. [413.29] Frank: Yeah, pretty much. [415.39] Curry: So the one interesting thing about this is the 400 foot rule as I [420.69] Curry: thought been a rule for a long time. [422.09] Curry: It's been in the ANO forever, hasn't it? [424.19] AndyRC: So now it hasn't been enforcement. [426.99] AndyRC: No, actually what the rule was, from what I understand, is there [433.29] AndyRC: was never actually a rule. [435.89] AndyRC: It has to be kept within line of sight. [439.89] AndyRC: So I believe that before you could go above 400 feet if you could [446.39] AndyRC: see the model still. [447.59] AndyRC: Is that right, Andy? [448.59] Tony: It's your spotter, isn't it? [450.19] Tony: You can go to a thousand foot if you've got a spotter, you can [453.09] Tony: still see that. [454.49] Frank: So up until the end of July, the rules, the actual legal rules as [459.99] Frank: they stand are that if you're flying line of sight, there's no [463.69] Frank: actual technical sealing as long as you can see it and you're [466.79] Frank: following all the other rules of not endangering people and you [469.69] Frank: are in control and whatever else. [472.19] AndyRC: Which is daft really, isn't it? [475.49] AndyRC: However, you can't really see a model no matter how big above [478.99] AndyRC: that height anyway. [479.79] AndyRC: So it's a bit of a, it's one of those where, you know, the [483.19] Frank: reason they do this sort of thing is that they want the law [487.29] Frank: to be, you know, covering everything and they don't have to [491.79] Frank: update it too much. [492.69] Frank: So, you know, if, so, you know, they want to say, if you're [497.99] Frank: flying dangerously, that's illegal and then they say, okay, [503.19] Frank: who decides what's flying dangerously and whatnot and how [506.99] Frank: high should you be and how far do you go away? [509.49] Frank: And then up till now, they've just given that to basically the [512.59] Frank: BMFA who've then had their guidelines of you shouldn't [515.79] Frank: really be flying, you know, out of this sort of distance and [519.69] Frank: this is kind of how it should work. [521.39] Frank: And so it's just done by guidelines, which can be updated [524.09] Frank: as technology changes and everything like that. [527.39] Frank: What they've, so that's why there was the drone code says [532.39] Frank: kind of, this is, these are the guidelines that you've got. [536.09] Frank: So if you're flying within those, you've got a pretty good [538.59] Frank: idea that you're flying legally and if you're outside of that, [541.69] Frank: you probably not flying safely and therefore not legally. [546.29] Frank: But what this has done is said, okay, we can't, I mean, it [552.79] Frank: depends how cynical you're being either they're being helpful [557.29] Frank: by clarifying exactly what they need and it means that they [560.59] Frank: can prosecute people without having to spend too much time [564.59] Frank: in court arguing whether or not it was safe or not. [566.99] Frank: It's just, was it, you know, this tie up or not? [571.99] Frank: On the other hand, it's just could be that it's not going [576.39] Frank: to actually change any prosecutions. [578.39] Frank: It's not going to change what anyone does and it's just a way [582.99] Frank: of making it look like they've done something about a problem [585.09] Frank: that doesn't really exist but is blown up in the media a lot. [587.79] Frank: Depending on which way you look at it. [589.19] Tony: Can you fly FBV with a spot then and go 1000 foot if you're [593.59] Tony: spotting? [594.19] Frank: This is a very interesting point. [596.39] Frank: So there's E4049, I think. [599.09] Frank: I haven't looked at that recently. [600.09] Frank: Isn't that a cream? [601.49] Frank: Which is the exemption that started a few years ago saying [612.29] Frank: that basically we're legally allowed to fly FPV and that's [617.19] Frank: what we've been, that's the exemption we've been flying [619.29] Frank: under because otherwise you wouldn't be flying with your [622.09] Frank: goggles off and flying unaided line of sight. [624.59] Frank: But this exemption said actually FPV is a perfectly reasonable [628.29] Frank: way of doing things as long as you have a spotter who is [632.29] Frank: a competent observer in the jargon, who is stood next to [637.09] Frank: you and can communicate with you directly and can see your [643.89] Frank: aircraft directly. [646.09] Frank: And so this was actually limiting us to 1000 feet where [651.29] Frank: if you were flying line of sight, there would be no limit. [653.39] Frank: Whereas now, there's the interesting question of now we [657.09] Frank: can fly to 1000 feet and everyone else can't. [660.99] Frank: So is that going to stay in place? [663.19] Frank: Are they going to change that? [664.39] Frank: Because at the moment it is going from off the top of my [668.19] Frank: head, I think 30th of April to 30th of April or it might be [674.39] Frank: March either way. [675.39] Frank: It's an annual thing and so there's quite a lot of time [680.79] Frank: where there will be a crossover where we have an exemption [684.59] Frank: that exempts us from this ceiling. [722.59] Curry: If someone says, oh, there's a drone fly there, they'll be [724.69] Curry: straight out because they're like, we've solved the crime. [727.89] Curry: We've arrested the person. [729.39] Curry: They didn't put up much of a fight. [731.09] Curry: We were able to hit him easily. [732.29] Curry: It's like he was wearing something over his face. [734.29] Curry: So I do worry that soft targets like ourselves could be [738.99] Curry: liable to be more of the cops than others. [742.69] AndyRC: We're such like a rare thing as well. [745.39] AndyRC: Like, you know, it's going to be so easy for say a police just [750.59] AndyRC: driving by and they can just stop every single person flying [755.09] AndyRC: because they don't have to, you know, the media have done all [760.79] AndyRC: the scam on green drones are bad, you know, they need to be [763.99] AndyRC: police and I think that's really going to be what's going [769.09] AndyRC: to happen from this is you'll be standing in a field and [772.59] AndyRC: if the police drove past before they'd leave you alone and [775.39] AndyRC: now I think they would maybe just say what you're doing [778.09] AndyRC: job permission and I don't I don't think you're actually [780.79] AndyRC: getting any trouble. [782.09] AndyRC: I just think it'd be more of a thing to look at. [786.59] AndyRC: Yeah, and I think the thing that happens to us and it might [789.79] AndyRC: get annoying but I don't think anyone will be going to jail. [856.49] AndyRC: And if I was a member of the public not knowing anything [859.49] AndyRC: about drones, I would keep wondering why why is this in the [862.99] AndyRC: news again when that we've been told this four times already [866.59] AndyRC: and actually nothing has happened and from from like my [870.49] AndyRC: channel, I've had sort of less people concerned because I [873.79] AndyRC: think you know, they I think they understand that I think [877.19] AndyRC: the media it's all about clickbait and these crazy titles [881.39] AndyRC: and I think people are realizing that and paying less attention [885.49] AndyRC: to it. I hope they are because it's like it's like Andrew [888.79] AndyRC: says like oh the headline is, you know, you can't fly drones [892.69] AndyRC: anymore, but actually the truth is always in a couple of months [895.89] AndyRC: time. It's becoming law what we've already been doing anyways [899.89] AndyRC: and actually nothing may just changing till the end of 2019 [903.39] AndyRC: and we don't even know if that's going to happen. [949.89] Frank: It's who the media are talking about and it's who the [952.59] Frank: politicians are out to get but the law as it stands and [959.39] Frank: as they've been talking about it doesn't differentiate [962.69] Frank: between a free flight model or a Phantom or a race quad [969.89] Frank: or you know, I go airplane but you just know what the [975.19] Curry: registration process is going to be and I pray if I was [978.69] Curry: religious that they'd be okay. [1127.79] Frank: It's the [1130.09] Frank: so there's the FPV UK and BMFA and I think a couple of other [1135.49] Frank: UK model flying associations [1138.89] Frank: a meeting up with the CAA and Department of Transport and [1142.89] Frank: probably a few politicians and working out how is this actually [1146.19] Frank: going to work and you know, they want it to basically not [1152.29] Frank: make a mess of [1154.69] Frank: all the perfectly safe flying that model flies have been [1157.19] Frank: doing for years. [1159.59] Frank: And so the best way and it also the CAA don't want to be [1163.49] Frank: inundated with a million and one application forms that [1167.39] Frank: they have to deal with in a new database and everything [1169.29] Frank: like that. [1169.49] Frank: It's not what they're there for. [1170.79] Frank: They don't care. [1172.39] Frank: So at the moment what it sounds like it's going to happen [1176.09] Frank: is it will be passed on to BMFA and FPV UK and all those [1180.79] Frank: sorts of buddies to have [1184.39] Frank: so kind of membership with them will be registration and [1188.49] Frank: they'll probably also by the sounds of it be some kind of [1191.69] Frank: online test that will be multiple choice. [1272.79] Frank: They're just going to do it anyway, but if enough people [1275.79] Frank: contact their MPs so the MPs know what's actually happening [1279.89] Frank: and how important it is when it comes to the second reading [1282.29] Frank: next February, then we've got a better chance that the voices [1285.69] Frank: of the BMFA and a PB UK will be listened to. [1289.49] Curry: So it was a private members bill. [1293.69] Curry: I don't know if this is actually part of what's happening in next [1297.69] Curry: November. [1298.29] Curry: Is it that's like a separate bill which isn't to do with the [1301.99] Curry: ANO? [1303.29] Frank: Oh, yes. [1303.69] Frank: So the the drone regulation bill is completely separate from [1307.99] Frank: the ANO. [1308.69] Frank: So and that but that's all the 250 grams registration separating [1313.39] Frank: them out into very small kind of small autonomous all the different [1317.69] Frank: sorts of flights all the stuff that we've had from the ER [1321.39] Frank: rate recommendations. [1324.19] Frank: That's all the drone regulations bill which is going to have [1326.99] Frank: its second reading next February and that's what you need to [1329.79] Frank: write to your MPs about the 400 foot ceiling and one kilometre [1335.69] Frank: distance from the airport. [2199.69] Frank: They're using multiple different ways to try and convince [2202.79] Frank: people not to buy crossfires and to go for their system. [2205.79] Frank: So the one is they're making the small module bay so that [2210.89] Frank: you know, you can just buy an R9 mini module instead of having [2215.69] Frank: to buy this big clunky adapter for a crossfire. [2218.09] Frank: Yeah, you've got they've been pushing the F port system, [2223.69] Frank: F port protocol so because obviously a big feature of the [2228.39] Frank: crossfire is the crossfire protocol and the lower latency [2233.09] Frank: and everything than SBAS. [2234.99] Frank: So they've been pushing the F port although the third big [2240.19] Frank: thing they've been pushing is the tiny tiny little R9 mini [2246.09] Frank: receivers. [2247.19] Frank: So they're selling them pretty much everywhere now for about [2250.99] Frank: $10 which is pretty cheap. [2253.59] Curry: That's crazy cheap aside from when the first R9 system came [2259.69] Curry: out, the only review I saw was Bruce's and he found the antenna [2264.19] Curry: system wasn't a scratch and it just didn't go as far as a [2267.69] Curry: normal Free Sky. [2780.74] AndyRC: And he gave it a really negative review, and I bought one from [2784.94] AndyRC: Maclean, and I absolutely loved it. [2787.94] Tony: That was a plane, a wing, or plane, wasn't it? [2792.34] AndyRC: It was the very first. [2793.64] AndyRC: It was like 2012, and it was at a time when FPV was completely [2798.74] AndyRC: DIY, and the Hubson came out with the Spyhawk, tiny thing, [2803.34] AndyRC: so it didn't take up much space. [2805.14] AndyRC: Got FPV in the transmitter, and it upset a load of people [2809.64] AndyRC: because at the time, you had to put a lot of effort into doing [2813.34] AndyRC: FPV. [2813.94] AndyRC: You had to understand electronics completely. [2817.34] AndyRC: You had to understand RF. [2819.14] AndyRC: And when the Spyhawk came in, it did away with all of that. [2821.94] AndyRC: You could go into Maclean, didn't even have to glue the wings. [2824.84] AndyRC: They stuck together. [2826.44] AndyRC: And if anyone could fly it, it got stability mode on it. [2832.24] AndyRC: And so I got it and absolutely loved it. [2834.64] AndyRC: And even though I disagreed with what Bruce said about it, [2841.04] AndyRC: it's the reason why I sort of made a review because I wanted to [2844.64] AndyRC: do a counter review, and that's when I realized that everything [2848.44] AndyRC: that we do is opinion based. [2850.44] AndyRC: And if someone doesn't like something, it doesn't mean that [2853.04] AndyRC: they're right or wrong. [2854.14] AndyRC: It's just their opinion on it.
