[216.96] Edd: caa which was i was really gutted about because i was i was hoping to sort of get voice of concern
[222.48] Edd: straight to the people but who i did sit with were were the designers of the um system that
[228.96] Edd: is going to be used for all the rc hobby flyers and professional flyers to register come november
[235.2] Edd: um so it was an interesting experience they they wanted uh design feedback basically so
[242.0] Edd: it's their their creative agency their design in the system they wanted to check that their
[247.2] Edd: system methodology is going to work all right and it's going to fly uh with a bunch of angry
[253.68] Edd: pilots that um are not really happy about the state of affairs because um i i managed to get
[262.45] Frank: hold of this and pass this over to you because this was um uh i went and spoke to them in
[268.45] Frank: december just before the uk drone show and back then they were like we've we've been told we have
[274.37] Frank: to build a thing um what should it look like what does it need to do who are you people
[280.61] Frank: what is this um and it was very much open and and kind of asking kind of who who flies drones
[289.81] Frank: what do they do all that kind of thing um and it sounds like because they've said they've built a
[295.81] Edd: prototype yeah that's that's well um prototype in this sense is uh a non-functioning page on a
[306.85] Edd: on an iphone um just sort of showing how things might get laid out and um it was uh it was very
[315.65] Edd: government style at the moment oh no what's jack's uh jack's underpants known doing
[322.53] Edd: um yeah so it was uh it was a basically a non-functioning web page just to sort of show
[330.69] Edd: what sort of questions are going to get asked and uh how it's going to look at the moment it looks
[335.41] Edd: like a very similar sort of thing to how you MIT your car it's block lists blocks the text
[344.53] Edd: actions do you do you think um there's one of the crucial questions is does it have anything
[351.81] Curry: silly like what is your makeup drone and what's his serial number well the exact content is still
[357.33] Edd: being being debated and that was part of what today was about um one of the gone sorry jack
[363.81] Jack: was there any hot bottom but uh hot button ones like are you a terrorist and are you sure and
[371.41] Jack: have you ever felt the need to hurt you or endanger anyone uh no i think i think what what i saw was
[379.09] Edd: do you have a beard uh potentially uh what i saw was um the questions they've they've got
[387.41] Edd: there so far sort of represented uh people that are definitely thinking about it and definitely
[394.05] Edd: trying to uh understand their audience um but they weren't quite there yet with their with
[400.37] Edd: their understanding there were a few issues on there um difficult to know where to start because
[405.89] Edd: there's there's quite a lot involved but um some one of the big things i picked up was that
[411.41] Edd: you know obviously all hobby flyers are going to have to do this come november regardless if
[415.49] Edd: you're flying anything over 250 grams and there's there's some in the community that have for
[422.29] Edd: example bmfa a and b certificates or have um uh pfco three qualifications that i listed to them that
[433.49] Edd: i sort of go above and beyond the questions that they are asking so i was asking them are they
[438.93] Edd: working with um the caa with on the pfco stuff to actually say look here's my registration number
[446.45] Edd: i'm just this proves that i know what's going on so i don't need to worry or i'm just rush me
[452.37] Edd: through the system as quickly as possible and the same with with the bmfa as well um they hadn't
[458.05] Edd: really thought about that they they were they are working with the caa and the bmfa obviously
[462.85] Edd: um but as a step to sort of expedite the process for someone that is proven to be competent with
[470.93] Edd: model flying that wasn't there so it was quite interesting experience to um put that sort of
[477.73] Frank: feedback in because that was definitely an important thing that they were focusing on
[483.49] Frank: sort of when i was there was um you know everyone was going this registration thing isn't going to
[489.25] Frank: help it's a bit daft and they're like yes we know but it's been put into law been what we tell being
[494.61] Frank: paid to do so we're doing that but what it does mean is it makes everyone go through this competency
[500.61] Frank: test where we'll get to ask people questions that make sure that they know some things and
[505.81] Frank: just kind of educate people and they were seeing it as kind of like yeah it's a bit daft but it
[510.29] Frank: makes sure that everyone is educated i'm reading off the same page yeah it does strike me though
[517.01] Curry: that they're overthinking it a bit if we if if you take the question part out of it and we're saying
[523.41] Curry: okay the pilots need to be registered then it's kind of like name address telephone number do you
[529.17] Curry: have a drone over 250 grams yes that's that's the registration part and the rest of it is deciding
[534.77] Curry: on the sort of competency questions which i assume would be something a little bit like dgi does about
[540.29] Curry: how far do you have to be away from a person or a house and how high can you fly and that sort of
[545.17] Edd: stuff yeah correct that's exactly that's exactly what it is it is split into two different sections
[550.05] Edd: if you like but um i think the i think the the aim or what i was trying to get across to them was
[555.17] Edd: that there's going to be um a good section of of the community that you're going to risk patronizing
[561.81] Edd: and maybe should take steps to avoid that so if someone does have a level of provable competency
[568.21] Edd: at the registration step which comes first um give them a chance to put their qualifications
[573.81] Edd: in and have them verified either on a bmfa server or on a caa server if that can be uh
[581.17] Edd: recognized then they can skip off the um we've got another so the ones only want to see tony

[655.31] Edd: chat are incredibly typical of what i was trying to explain to the designers this afternoon um say
[661.55] Edd: uh no romanos king um your responses is going to be so typical of many many people out there
[669.55] Edd: it's that sort of scrap it it doesn't work what's the point um absolutely that is going to be the
[674.51] Edd: user experience and i was trying to get across them that in their design um you know there's
[681.71] Edd: there's a legal requirement so obviously to deliver this design so try and do your best not to sort of
[687.07] Edd: strike a match to people that know what they're doing um try and make make their life a bit easier
[693.63] Frank: but um so you know hopefully they can sort of at least for like pfco stuff because i mean
[700.99] Frank: i think there'd probably be some arguments about fpvk versus bmfa versus you know how
[706.43] Frank: how all that kind of thing works and like you know the bmfa thing the a sets and b sets is
[712.19] Frank: generally kind of an idea of of trust for the insurance purposes and for the club fields and
[718.11] Frank: events generally um you know the achievement scheme um you might fight they might find a
[724.11] Edd: modification to to the a certain b set to include a bit of theory about uh best practice with flying
[730.51] Frank: but at least at the moment you know someone who's had an a set for 30 years you know um that doesn't
[737.79] Frank: necessarily show that they've they've got the very latest understanding of what the latest
[744.27] Frank: exemptions and rules are um would be my thought but at least the pfco that should be kept
[750.83] Frank: because that's that's fairly regular that's updated isn't it i think yeah it is and and
[755.55] Edd: you know any pfco holder is going to have to be updating the manual soon anyway so there's going
[760.35] Edd: to be a raft of registrations from the professional guys going in so it it's quite typical of
[766.35] Edd: government systems at the moment that we may not have information filtering through although
[770.99] Edd: having said that government gateway is starting to get their act together like that um i just
[776.67] Edd: want to pick up on a question that um bloods fpv put so he's asking so will it be a criminal fence
[782.11] Edd: to fly over 250 gram without registration or just a civil offense so this isn't a question i asked
[787.87] Edd: um but and i any any opinion i might have on that is probably going to be speculation however
[793.87] Edd: that being said any any flying that's outside of current regulations um is a criminal offense so
[800.99] Edd: flying flying across gateway for example is a criminal offense so it'll be interesting to see
[805.31] Edd: whether flying over 250 grams lands you in a civil court or a criminal court but um yeah good
[811.63] Edd: question and i think we could probably reach out to the ca on that one see what they say
[816.35] Frank: well because uh the the 250 gram bit of ruling is that uh was an amendment to the a and o there
[823.95] Frank: a navigation order and that's enforced by a particular bit of legislation that says that
[830.35] Frank: whatever the caa puts in the a and o is is essentially law yeah so i think you know
[837.39] Frank: i expect that the 250 gram rule is you know essentially the same as flying unsafe
[844.83] Frank: and it would all come under that same realm of of law um yeah i would i would err on the side of
[851.63] Edd: it's probably going to be a criminal offense too but um we shall see what the uh see how severe
[858.91] Edd: the consequences are i think they're still working a lot of things out blood so i don't i don't know
[864.19] Edd: um i think we're going to get a whole lot of information come september time
[868.75] Edd: about what's coming up in november so watch this space yeah i just like the idea of like all these
[873.79] Curry: guys sitting in jail together once for murder of his arm probably i did a tower loop over a tree
[880.91] Frank: and someone saw me yeah and then the other thing on the 250 gram rule which uh lurky just put in
[888.67] Frank: that um are there any rules for under 250 grams yes like every rule apart from the registration
[896.03] Frank: still applies under 250 grams come november there's you know that's the only difference
[901.71] Edd: at 250 grams is registration yeah it's not it's not a license to then go fly over gatwick to have
[907.39] Frank: sub 250 that definitely will uh upset things yeah it's um so the the competency test that at the
[917.79] Frank: moment at least is everyone who's going to have to do whether or not they're you know flying a tiny
[922.99] Frank: loop or a professional you know with a matrice 800 or whatever it is um did you get to see any
[931.79] Frank: of those questions or is it just like there's a box where you'll type in the answer to the question
[936.83] Edd: that we ask you yeah it was it was very much user user testing uh i was very much a guinea pig in a
[943.23] Edd: cage um they were throwing scenarios at me my whole task was could i fly safely uh to which i
[950.19] Edd: asked fly what and uh with my wit my arms uh no i was i was i kept a sort of a bit of humor about
[958.75] Frank: it but um i can imagine the testing on that answer being if you said yes then we're not letting you
[963.95] Frank: through if you say no we're not letting you through but if you say it depends we'll we'll consider it
[969.63] Edd: yeah i don't think they're allowing any gray areas i think you're gonna it's gonna be one
[973.47] Edd: way or another so what they did say to me was that any of the content that i saw during the
[979.15] Edd: testing wasn't final um there's no money being talked about at the moment um they they just kind
[986.43] Edd: of did their they spent a long time expressing that this is not the system these are not the
[990.91] Edd: questions but these may be the sorts of questions you're going to get asked and i looked at and went
[995.47] Edd: those are exactly the sort of questions that whitehall was giving you isn't it sort of a
[1000.03] Edd: a little grin across the face in that case and the sentiment i got was from the designers that
[1005.87] Edd: i think they recognized a sort of a level of um sympathy with the hobbyists and i was quite
[1012.19] Edd: encouraged by um one of the chaps there that in fact your contact andrew um he knew the nuance
[1020.35] Edd: between quadcopter and drone um and but it that nuance took the took the rest of the room there
[1028.03] Edd: are four other people in the room by surprise um and that i i found a bit weird so i explained to
[1034.91] Edd: them you know as far as our community is concerned we would cross a drone or something with navigational
[1040.59] Edd: aid um you know gps driven and i use the example of military drones so that you know from the little
[1048.43] Edd: tiny little uh single prop wing flight across enemy lines see see where the enemy is um to
[1056.35] Edd: that's a drone um but why isn't a mini a small uh radio controlled airplane not called a drone
[1064.75] Edd: and it's called an rc plane i said that definition that distinction is the same in fpv world as well
[1072.27] Edd: you know quadcopter is just a bunch of floor four blades being held in the sky by the pilot skill
[1078.59] Edd: it's not got any nav aid you cannot pre-program it to go atb unless you put a brain in there
[1084.11] Edd: and it was that that nuance one person knew four people didn't and
[1088.35] Edd: whilst they're the design agency they were certainly briefed by the caa um so i was a
[1093.15] Edd: bit worried about that that maybe the representation hadn't quite gotten through
[1098.91] Edd: in the consultation process even though i'm sure a lot of us would have written something to that
[1103.95] Frank: effect yeah i mean there's like if you go through the numbers on the consultation document is that
[1111.55] Frank: more people were you know drone hobbyists than model aircraft pilots so that's kind of
[1119.87] Frank: you know i imagine there's there's quite a lot there um but yeah um it's a bit hard to tell
[1128.83] Frank: kind of who plays what role in all of this um because there's there's definitely a lot of uh
[1135.15] Frank: gray areas in terms of what kind of part of the body of all these different bodies of the caa
[1141.95] Frank: dft so the department for transport there's uh the bjss who do the the actual database and then
[1149.31] Frank: there's um the actual there's this kind of design company sort of more um sort of um concept design
[1158.99] Frank: company who who work with bjss um there's there's all these different people and and there's a lot
[1165.87] Frank: of people wearing hats in both camps and kind of trying to take the information from one camp to
[1172.59] Frank: the other camp um i think and it is it is a big and complex process and they've got until october
[1180.91] Frank: is when the legislation says this will be running in october everyone must be registered by november
[1187.55] Frank: um so yeah they've they've got they've not got very much time they've not got enough time i just
[1192.99] Edd: want to pick up on a comment in the chat so forgive me if i mispronounce this um did a did a
[1198.51] Edd: sit loss for diddy for um diddy diddy for um they they've written um if they make it too
[1205.63] Edd: silly people simply won't bother this was a view i expressed um and the whole question of patronizing
[1214.03] Edd: the audience um it kind of gave them a flavor of of the the racing world and the freestyle world
[1220.91] Edd: and and how much skill is involved um and then but also not to patronize licensed people as well
[1229.07] Edd: either there's going to be people on this registration process that have spent thousands
[1234.83] Edd: getting to a point where they're professionally certified so they can get insurance to then go
[1239.15] Edd: and capture footage surveys or what have you someone with that experience who's got a license
[1244.83] Edd: to fly over london for example say license has got permission to fly over london which takes
[1248.99] Edd: months and months and months to get um they then met with a thing online asking them dumb
[1255.39] Edd: questions about how far away from a building do you need to be to get the okay to register
[1261.55] Edd: their drone and there's a little light bulb that went on at that moment so um their intentions
[1266.43] Edd: are good diddy uh for sure the designers um recognize that the uh the hobby world is far
[1273.95] Edd: more competent than perhaps the uh whitehall counterparts that's my words not theirs

[1288.03] Frank: our ingredients with ldo yeah sorry is that what the the sorts of questions it was then just like
[1294.59] Frank: how how far away do you have to be from a building and then you have to type in 50 meters or whatever
[1300.59] Edd: i i didn't even get to answer that question i i i was so worried about that i started reading
[1307.55] Edd: the drone code on the train on the way up and you know i was like i know this stuff and then i
[1314.35] Edd: started questioning whether i knew this stuff and then would my you know would i be forever
[1318.67] Edd: labeled as an idiot for answering a question wrong and when it came to registration time
[1322.75] Edd: there'd just be this automatic denied you know not when i when i when it came to november but
[1328.35] Edd: no that never even i never even got to that point it was it was very much the um is this
[1334.67] Edd: system going to work for everyone and uh in in its current state it's not even a beta stage
[1340.27] Edd: it's not even a beta stage it's going to be a public beta in september um so they're going to
[1348.99] Edd: be there's going to be links flying around in september for this thing it's going to be an
[1352.43] Edd: opportunity for everyone to feed back onto the system itself um i had a couple of reservations
[1359.07] Edd: they whilst they are working with the bmfa and the caa with ideas like tying up they they said
[1367.71] Edd: they they haven't got the brief or the budget to um put that as a feature straight away and i
[1376.35] Edd: pointed out i pointed out to them that once they've got everyone registered what's the point and then
[1382.11] Edd: having that feature later on down the line the the horse is bolted people would have already
[1388.99] Edd: done it and you would have already upset people yeah it was it was quite what i'm gonna love is
[1395.23] Jack: all those people who have bought um quads that uh you know ages ago that that don't you know
[1405.07] Jack: don't work and then they're like well they need to register it and then say something happens
[1410.43] Jack: and you know their place does get raided you know they're going to start trying to prosecute
[1414.83] Jack: them because they're unregistered and they're like it doesn't work and like what constitutes
[1419.39] Jack: you know owning a drone it's not only owning it's going to be flying i don't know that that that
[1425.95] Edd: sort of mentality a little bit does worry me a bit jack because it it's assuming that
[1431.07] Edd: if an incident happens then it's assuming that houses are going to start getting raided
[1436.35] Edd: uh for and that if we talk like that and put that idea into people's heads um we're probably
[1442.59] Edd: going to be giving the wrong picture entirely uh i you know we we did that episode on resources
[1450.27] Edd: a little while back yeah it's on a side note i responded to uh an information request from
[1460.91] Edd: from the Gatwick police um the questionnaire went out i'm sure some people have seen it
[1466.91] Edd: i both phoned up left the message and emailed the pc uh in question saying hi i'm here if you've got
[1473.31] Edd: any questions just about because one of her questions was do do you have a license to fly
[1481.31] Edd: and i was like oh man you you guys need some help so um and for anyone that may be outside of the
[1487.87] Edd: uk we nobody in the uk needs licenses to fly we just need uh to be either in the right place
[1494.11] Edd: adhering to the right rules or if you're working professionally you just need a certificate of
[1499.39] Edd: competency competency can someone help me out with speaking um from from the caa so it was worrying
[1506.27] Edd: that a police questionnaire had had that question on it do you know the reason why there's no licenses
[1511.71] Frank: no tell us there's uh a rule like globally a rule that if you have a license for flying
[1519.71] Frank: then you need to have a regular medical examination and they really don't want to have to deal with
[1524.83] Frank: that um because that would be silly because then all of a sudden you've got people who like you're
[1530.03] Frank: you're color blind you can't fly professionally it's like well hold on um it's like that's not a
[1535.63] Curry: problem i this would weigh about half of the sandals brigade on the old planes and stuff
[1543.15] Jack: i'm down for it if there's a prostate examination so the phonies can prepare

[1620.51] Edd: into web design they're at a stage called wire framing which is just plotting it out and the
[1625.07] Edd: logic and and how it works and i was impressed with their desire to um make it good so what
[1633.15] Edd: they're building at the moment is actually a case to um to the caa to break government standards
[1639.79] Edd: on web design which quite frankly is good um now there's some aspects of the government's website
[1645.71] Edd: which are brilliant so paying your car taxes a lot easier than it was five years ago oh my word
[1650.75] Tony: do you remember that yeah i'm fine for not paying for a month you idiot really yeah because i moved
[1659.87] Tony: and forgot to tell them and they were sending me reminders and i was just like well whatever did

[1680.51] Frank: so even if nothing else comes out of drone registration then they're using it as an
[1684.91] Frank: opportunity to maybe change how government websites work yeah they're they're actually
[1690.27] Edd: that because they're a commercial design agency they they live in the same world that we do
[1696.67] Edd: they're not institutionalized so they're they're desperately they're desperately building a case to
[1702.27] Edd: to tell the government to go and do one on how how it should be done basically and i'm i had a
[1707.95] Edd: slightly anarchic approach when i when i was in there um i took great delight in telling them
[1712.35] Edd: that just how angry everyone's going to get i i did it in a nice way i didn't i didn't
[1717.07] Edd: what is that shit right wearing you should have been you should have been in the one that i was in
[1722.35] Frank: for before uk drone show because that was pretty much the entire workshop oh really everyone from
[1728.83] Frank: like professional search and rescue people to like uh like ex-military like people who professionally
[1737.55] Frank: protect you know festivals from drones and things like that so like all these sorts of people all
[1742.43] Frank: just going like this is a terrible idea yeah um but yeah it was it was like that with the e
[1749.79] Jack: what is it e s e r or whatever yeah yeah and you remember being i remember you being quite stressed
[1756.67] Jack: out and being like at the end of it being like look guys the response you know they were like
[1761.55] Jack: can you give us some feedback and the response is like no no no no no and it was just like can we
[1766.75] Jack: please have something constructive i know it's a general no from everyone but can you just stop
[1772.99] Frank: with the pitchforks and fire please and you know who ended up writing uh a lot of that was the caa
[1779.23] Frank: and the french version of the caa ended up working together on that as part of the uh
[1785.87] Jack: european institution so there you go wow you would not have thought the old limeys and garlic
[1791.95] Jack: chewers would have been don't share it with the same views that would have been working together

[2007.63] Frank: green and white flashing lights and it was definitely a drone and i was like well i had a
[2013.15] Frank: look on the adsb exchange which is like um so if you've seen flight radar uh flight radar 24 website
[2020.35] Frank: which shows you the map of where all the planes are um what they're using there is a type of
[2025.15] Frank: electronic conspiracy which so a little transponder on each aircraft is beaming out saying i'm here at
[2031.31] Frank: this position and i'm me and this is who i am and anyone can tune into that with the right bit of kit
[2037.47] Frank: and um find out where everything is saying it is um so it's not really radar but it's just kind of
[2044.99] Frank: everyone posting their gps coordinates out into the air and uh adsb exchange is a website where
[2051.55] Frank: all the hobbyists who have these bits of kit just post it out publish it out onto the internet
[2058.59] Frank: and uh there was the police helicopter was exactly where everyone was saying they were
[2064.99] Frank: seeing red and green and white flashing lights and if you don't know police helicopter hovers
[2070.75] Frank: and has red and green and white flashing lights and had actually been there for about an hour um
[2077.79] Frank: and was it the sun who was saying it was a drone it was a drone or something oh everyone was saying
[2082.27] Frank: it was a drone everyone like all the news being the sun telegraph guardian everyone was like
[2088.59] Frank: there's there's a drone that's been seen everyone's got photos and video of a drone and it's like
[2094.19] Frank: that is that's the police helicopter you proved them wrong and i so i i says you know i dug out

[2279.71] Dom: military stuff to each other and the police and all sorts of interesting people and they put us in
[2286.11] Dom: these scenarios saying right you know you want to disrupt an airport you want to do this that
[2289.87] Dom: and the other and we we we threw some um what i would say would be improvised uh responses
[2297.95] Dom: back at them and uh we had like the the sort of bosses of large companies i don't know if i
[2305.47] Dom: should name them or not but large companies which fit bits to aeroplanes and make missiles and
[2311.71] Dom: things like that right here i'm not going to say anything you can just shout them all out now
[2326.43] Dom: rate that thing yeah we're just gonna we're just gonna carpet bomb the names so um so and and they
[2333.23] Dom: they they were saying right well we'll just take control of that uh take control of that

[2346.99] Dom: then it would be as simple as everyone else taking control of your missiles same same system same
[2352.59] Dom: communications links it's just the way it is uh you don't have the compute power to brute force

[3147.39] Frank: else has been mentioned tonight what i've heard mentioned is that um so all the uh radar that
[3155.31] Frank: they have at airports is all quite long wavelength stuff um because a it's cheaper b it's older c it's
[3162.75] Frank: lower power it's low it's all you need to do the things that you when you've got massive
[3168.19] Frank: airliners around and that something that would detect a drone would have to be a very new quite
[3175.39] Frank: expensive millimeter wave radar and they don't want to pay for that for just because on the
[3181.71] Frank: off chance that there might be a drone at some point um but i would argue that you know it would
[3187.55] Frank: then like we were saying also pick up a flock of geese and they are a threat to aircraft as well
[3192.59] Frank: it would also pick up you know a bit of uh a carrier bag that's flown over the airport and
[3198.75] Frank: you know and you could quite easily differentiate between a drone and a carrier bag with radar
[3204.59] Frank: because you can look at the doppler effect and go oh look it's staying in the same position but it's
[3209.39] Frank: something on it's moving extremely quickly backwards and forwards it's probably a rotor
[3216.11] Frank: um i think rather than spending all the money on everything else if we just add something like
[3221.39] Frank: that on there that'd be a more reasonable way of spending the money but it certainly sounds
